The project aims to perfect mechanisms, policies and laws on plastic waste management; production and consumption of non-degradable plastic bags used in daily life; disposable plastic products used in daily life.
At the same time, strive to use 100% of environmentally friendly plastic bags and packaging in shopping centers and supermarkets by 2025 for living purposes to replace difficult-to-decompose plastic bags.
Ensure collection, reuse, recycling and treatment of 85% of generated plastic waste; reduce 50% of plastic waste in seas and oceans; strive for 100% of tourist resorts, tourist accommodation establishments, hotels not to use non-degradable plastic bags and single-use plastic products; gradually reduce the production and use of non-degradable plastic bags and disposable plastic products in daily life.
In particular, the project aims to raise awareness of agencies, organizations, businesses, communities and people in the production, consumption and disposal of plastic waste, non-degradable plastic bags and products. disposable plastic products in daily life.

Currently, the situation of collection and recycling of plastic waste is still inadequate, the project says, it is necessary to research and apply advanced and modern technologies in the collection, recycling and treatment of plastic waste; technology to recycle plastic waste into fuel, building materials, transportation and other plastic products.
Applying information technology in monitoring and managing activities of production, collection, transportation, recycling and treatment of plastic waste; promoting the development of the recycling and waste treatment market; build, update and integrate the database on plastic management into the national environmental database system.
Increasing investment and development of technology to produce environmentally friendly products to replace plastic products; researching, designing, manufacturing optimal plastic packaging and products in order to minimize the norm of plastic materials.
The project also assigns tasks to each line ministry. In particular, the Ministry of Industry and Trade plays an important role in this project. Therefore, the Ministry of Industry and Trade should guide production facilities to change the design of plastic packaging and plastic products in the direction of minimizing the norm of plastic materials and plastic products; support and promote production facilities to gradually increase the proportion of recycled plastic materials in commodity products.
Directing, organizing and mobilizing production enterprises, trade centers, supermarkets, retail stores to register to participate in the movement against plastic waste; direct the implementation of building models of trade centers, markets and supermarkets that do not use disposable plastic products and non-degradable plastic bags.
Proposing mechanisms and policies to develop production and consumption of recycled plastic products, the field of production of plastic products using plastic scrap in association with the development of the environmental industry.
To assume the prime responsibility for, and coordinate with the Ministry of Natural Resources and Environment in, assessing the demand for using plastic scrap as raw materials for domestic production and the need for importing plastic scrap from abroad as a basis for adjusting the list of scraps approved by the Ministry of Natural Resources and Environment. import permits from abroad according to each development period of the country.
